With more than three decades of exemplary service, Dr. Lucky Uankhehi Ikharo embodies strategic leadership, dedication and a commitment to Nigeria’s progress.
As Secretary to the National Assembly Service Commission, Dr. Lucky Ikharo serves as the Accounting Officer and Chief Administrative Officer, overseeing the Commission’s operations with precision and vision. His leadership ensures the Commission functions as a cornerstone of Nigeria’s legislative framework. His meticulous approach and results-driven mindset have strengthened the Commission’s efficiency, making it a vital force in supporting our democracy.
Dr. Ikharo’s journey is marked by intellectual and professional excellence. He holds a Master of Business Administration (MBA) from the University of Nigeria, Nsukka, and a PhD in Leadership & Strategic Studies from Federal University, Lokoja, equipping him with the acumen to manage both human and material resources with accountability. He has a rich background of serving in various departments and positions within the NASC—including Director roles in the Departments of Procurement & General Service, and Promotions, Discipline & Appeals. As a Fellow of the Nigerian Institute of Training and Development (NITAD), he demonstrates a passion for capacity building, fostering growth within his team and beyond. His strategic thinking sets him apart, as he navigates complex challenges with innovative solutions, always with an eye on the future.

He is responsible for financial planning, budgeting, accounting operations,
financial reporting, and ensuring transparency and accountability within the commission.
Director, Establishment Records & Training Department
Yagana Bintube oversees the Establishment Records & Training Department.
She is responsible for personnel records management, staff development,
training coordination, and administrative capacity building within the commission.
Bashir Fatima BS. oversees the Admin & Employee Relations Department.
She is responsible for administrative coordination, staff welfare, employee relations,
workplace policies, and ensuring effective organizational support services.
Mr. Bashir Oladimeji Lawal is the Director of Information and Communications Technology (ICT) at the National Assembly Service Commission (NASC).
He joined the Commission on 10th October 2002 as a Senior Programme Analyst at Grade Level 10 and has risen through the ranks over the past 24 years. A seasoned ICT professional, he was inducted into the Computer Professionals Registration Council of Nigeria (CPN) in 2013, established by Decree No. 49 of 1993. Over the years, he has built significant capacity in public sector management and developed strong leadership skills.
Mr. Lawal holds a Bachelor’s Degree in Computer Science, obtained in 1995 from Ogun State University (now Olabisi Onabanjo University), Ago-Iwoye, Ogun State, Nigeria. He is a highly experienced Senior Programme Analyst with deep expertise in the management of records and information resources. His key responsibilities have included the maintenance of computer systems, components, equipment, and communication networks, as well as the provision of reliable internet services to ensure effective service delivery across the Commission. He has also provided overall supervision of ICT projects, maintaining appropriate liaison with contractors, consultants, and service providers.
With over two decades of dedicated service, Mr. Bashir Oladimeji Lawal continues to play a pivotal role in advancing the ICT infrastructure and digital transformation initiatives of the National Assembly Service Commission.
Abiye Young-Itiye oversees the Office of the Executive Chairman.
He coordinates executive administrative functions, strategic communications,
policy implementation, and supports the activities of the Executive Chairman
to ensure efficient organizational leadership and management.
Aniefiok M. Sampson oversees the Promotion & Discipline Department.
He is responsible for staff promotion processes, disciplinary procedures,
personnel evaluations, and ensuring compliance with organizational standards
and regulations.
Director, Procurement & General Services Department
Ali S. Iyakura oversees the Procurement & General Services Department.
He is responsible for procurement processes, contract management, supply coordination,
logistics, and the efficient delivery of general support services within the commission.
Ajiboye O. Festus oversees the Appeal & Legal Services Department.
He is responsible for handling legal matters, appeals processes, dispute resolution,
and providing legal advisory support within the commission.
Director, Planning Research & Library Services Department
Okeh O. Sunday oversees the Planning Research & Library Services Department.
He is responsible for research coordination, policy planning support, data analysis,
and management of library and knowledge resources within the commission.
Director, Zonal Offices & Legislative Aides Department
Babajide Ademiluyi oversees the Zonal Offices & Legislative Aides Department.
He is responsible for coordinating zonal operations, managing legislative support staff,
facilitating communication between offices, and ensuring effective representation and administrative support.
Anyigor E. Nwokpoku oversees the Public Affairs Department.
He is responsible for managing public communication, media relations,
stakeholder engagement, information dissemination, and maintaining the commission’s public image.
Jacob Simon Jwancin oversees the Internal Audit Department.
He is responsible for auditing financial operations, ensuring compliance with policies,
assessing risk controls, and strengthening transparency and accountability within the commission.
